National Assembly Approves National Forensic Agency Bill 2024

The National Assembly has passed the National Forensic Agency Bill 2024 after addressing objections raised by opposition members. The bill, which was approved by the Senate earlier, was introduced by Interior Minister Mohsin Naqvi.

While the bill received broad support, PPP member Shazia Marri expressed concerns about some of its provisions. She specifically criticized the penalty for government officials misusing their power, suggesting that the fine of Rs 1 lakh and the imprisonment term were too lenient. “The fine should be increased to at least Rs 5 lakhs,” she argued. Marri also highlighted a potential issue with the bill’s inconsistent reference to the “Prime Minister,” which she feared could lead to future complications.

In response, Law Minister Azam Nazir Tarar emphasized the importance of the bill for advancing forensic science in Pakistan. He suggested that Marri withdraw her objections, assuring that minor issues could be addressed later. “Forensic science facilities will be established in Islamabad, and any necessary adjustments can be made in the future,” he added.

After further discussion, Marri withdrew her objections, and the bill was passed by the Assembly.

In a separate development, the Senate passed the Legal Aid and Justice Authority (Amendment) Bill 2024, which aims to improve access to free legal services for low-income citizens. Moved by Law Minister Azam Nazir Tarar, the bill seeks to amend the 2020 Legal Aid and Justice Authority Act. One of the major changes in the bill is transferring the administrative control of the Legal Aid and Justice Authority from the Ministry of Human Rights to the Law Ministry, which officials believe will enhance the efficiency of legal aid delivery.
